The Guardia Civil’s Central Operative Unit (UCO) determined that a network connected to the PSOE, overseen by Santos Cerdán and Leire Díez, had been structured to safeguard the interests of the party, the government, and President Pedro Sánchez. As outlined in the case summary reviewed by National Court Judge Santiago Pedraz, the group referred to as the Ferraz cloacas sought to undermine judicial proceedings that threatened the political organization.
Operations to Shield the PSOE and Its Network
Investigators revealed that this organization operated with a “level of strategic coordination” to discredit judicial proceedings and institutions that could affect the PSOE or members of the executive branch. According to the report, the network not only sought to block these legal actions but also worked to directly protect President Pedro Sánchez.
Leire Díez, identified as a key figure in the structure, and Santos Cerdán, described as the main leader of the network, mobilized human and financial resources to execute their strategies. At a lower level, businessman Javier Pérez Dolset was also identified, with his actions aligning with the network’s plans.

In addition to the judicial maneuvers, investigations uncovered alleged manipulations of public contracts managed through the State Industrial Participation Company (SEPI). Between 2021 and 2023, the network reportedly diverted up to €731,545 through illegal operations. One of the most notable was the 2021 financial bailout of Tubos Reunidos, which involved a public injection of €113 million, generating significant commissions that were later funneled through shell companies.

Judge Pedraz continues to supervise the inquiry, even as the legal consequences of these actions are carefully assessed, and the case has left a notable mark on Spain’s political scene, prompting concerns over transparency within the PSOE and subjecting prominent figures to judicial examination.
The network not only questions the safeguards employed in Ferraz but also heightens worries about the integrity of Spain’s judicial procedures and how they might be influenced by senior political actors.
